The Spinifex people, including those residents at Tjuntjuntjara Community, are represented by the Pila Nguru Aboriginal Corporation, the Native Title Representative Body in the Spinifex Native Title area. Within this area, Paupiyala Tjarutja Aboriginal Corporation (PTAC) is an Aboriginal corporation with responsibility for managing the essential and community
services in the community. This includes, but is not limited to, the Community Store, Community Resource Centre, a Women’s Centre, Indigenous Sport and Recreation program, an Environmental Health program, municipal services (airstrip, tip, road maintenance, water, power, sewerage), mechanics workshop, the Community Development Program and Spinifex Health Service’s (including Youth and Home and Community Care programs).​

ABOUT THE JOB

 

Under the direction of the Chief Executive Officer, the Human Resources Manager is a hands on role responsible for managing the human resources (HR) function within the organisation and the development and implementation of an HR Framework that delivers on business goals to optimise workforce engagement. 

This role is responsible for all HR transactional activities, including overseeing fortnightly payroll for the organisation, on-boarding, compliance checks and exiting processes as well as coordination of other employment process in conjunction with relevant Team Leaders, including the development of position descriptions, recruitment, selection, contract development, induction, training and exit interviews. 

 

This position is a 12 month annual renewable contract, after a 6 month probationary period, dependent on funding.

Core Duties
  • Lead, plan and support the implementation of HR initiatives in the areas of workforce planning, leadership development, talent management, change management and business improvement.

  • Provide expert advice and assistance on HR lifecycle including; recruitment and selection, strategy, policies and procedures, workplace relations, industrial relations, workforce planning, strategic analysis of workforce.

  • Oversee data, performance management and OH&S to support the people and organisation objectives as the organisation grows and diversifies.

  • Manage the overall industrial relations environment for the organisation including leadership in the formulation and negotiation of employment agreements, consultative mechanisms and dispute resolution.

  • Develop strong, strategic and operational business partnerships with the Senior Management Team to support business planning including identifying learning needs to develop staff, leadership development for managers, strategic recruitment planning, succession planning and retention.

  • Build and maintain effective, influential working relationships, understand business strategy and key priorities, acting as a leader on all people and culture related matters.

  • Coach and motivate our people leaders to develop robust, innovative and creative approaches to optimise workplace engagement.

Key Outcomes
  • Successful implementation of HR frameworks and initiatives in relation to performance development, talent management, workforce planning, recruitment and retention, remuneration and benefits and organisational change.

  • Maintain effective communication strategies with key stakeholders to ensure commitment and buy in at all levels.

Travel Requirements
  • Based in Kalgoorlie with 1 day per week at Millen St office this role requires regular trips to the Tjuntjuntjara Community, with travel costs to and from the community to Kalgoorlie covered by PTAC.

SELECTION CRITERIA

  • Good knowledge of ICT platforms and equipment, including Windows Server and PC operating systems, SharePoint (cloud-based), MS Office applications, including Outlook, Word, Access databases and Excel spread sheets. Ability to support staff with standard IT issues.

  • Experience with payroll and HR practices and procedures

  • Demonstrated high level of confidentiality, tact, discretion and initiative

  • Proven success in the management and continuous improvement of Human Resource Management and Information Systems

  • Experience in providing generalist human resources support to internal stakeholders at all levels in coordinating and implementing strategic organisational change and aligning human resources and organisational development strategies with overall business strategy

  • Proven experience in an industrial relations environment with the ability to manage complex dispute resolution processes with internal and external stakeholders

  • Highly developed verbal and written communication skills, interpersonal and influencing abilities and a sophisticated approach to collaborative team working and an ability to manage multiple stakeholders concurrently. Communicates with influence. Listens, understands and adapts to different audiences. Negotiates persuasively

  • Demonstrated ability to plan, manage and control work tasks to meet priorities, deadlines with minimal supervision

  • Proven ability to demonstrate strong initiative, organisational and analytical problem-solving skills, with the ability to work in a team environment and meet deadlines

  • Demonstrated understanding and knowledge of the Community Charter and Cultural Respect Framework

  • Cross cultural sensitivity, awareness and understanding of issues affecting Aboriginal communities and people

  • Demonstrated high level administrative skills and commitment to quality improvement processes
